On March 23, 2010, Congressman Phil Roe submitted a supplemental question for the record to Rhonda Locklear regarding 7 U.S.C. 1926(b).  His question posed a long-feared scenario where 1926(b) would be amended to allow municipalities to compete for customers within a rural water district's service territory.  Recognizing the importance of 1926(b) protection, RWA submitted an amicus response on behalf of its members.  Click here to view RWA's letter to Congressman Roe.
